I could not get my flash to work and could not focus because he was heading back into the water. I just got there in time to see his return to the water. But I only saw on the tag a #38. DB later clarifies that there is a Pup on Oahu with the Tags O-38. So it must be him/her. One thing I can say is that there were two tags but I clearly saw only one. I didn't see any scars or markings, it was dark and I only had seconds to photo snap what I could.
